I wrote it assuming that you have a working knowledge of PSP and it's components.

Eye Candy 4000 Gradient Glow For Name (Optional)

Xero Fritillary  

Xero porcelain

 I used the artwork of Caron Vinson You have to be licensed to use this artwork and it can be purchased here

 *Scrapkit Of Choice*

I used a PTU kit by  Sams Scraps Called

Open blank Canvas 700x700

1,Open up your 3LH10 - ASGC Glitter trail 2 copy and paste as new layer resize 70%,
,Apply DropShadow..Vertical & Horizontal 0, Opacity 60, Blur 10,Shadow on new layer - unchecked.
2.Open up your 3LH10 - ASGC Frame 5 copy and paste as new layer take your magic wand,
click inside modify expand by 10, Open up your 3LH10 - ASGC Paper 11 copy and paste as new layer
Invert delete, Apply Xero Fritillary deflaut setting,

,Apply DropShadow..Vertical & Horizontal 0, Opacity 60, Blur 10,Shadow on new layer - unchecked.

3.Open up your 3LH10 - ASGC Flower 5 copy and paste as new layer resize 70%,
,Apply DropShadow..Vertical & Horizontal 0, Opacity 60, Blur 10,Shadow on new layer - unchecked.
4.Open up your 3LH10 - ASGC Flower 6 copy and paste as new layer resize 70%,
,Apply DropShadow..Vertical & Horizontal 0, Opacity 60, Blur 10,Shadow on new layer - unchecked.
5.Open up your 3LH10 - ASGC Birdhouse copy and paste as new layer resize 50%,
,Apply DropShadow..Vertical & Horizontal 0, Opacity 60, Blur 10,Shadow on new layer - unchecked.
6.Open up your 3LH10 - ASGC Bird 1 copy and paste as new layer resize 50%,
,Apply DropShadow..Vertical & Horizontal 0, Opacity 60, Blur 10,Shadow on new layer - unchecked.
7.Open up your 3LH10 - ASGC Ribbon embroidery copy and paste as new layer resize 50%,
,Apply DropShadow..Vertical & Horizontal 0, Opacity 60, Blur 10,Shadow on new layer - unchecked.
8. With your text tool write "No Matter how long the winter
Spring is sure to follow

9.Open up your tube select all float defloat invert delete,Apply Xero porcelain set at 50/128/128/0/0/255,On the duplicated tube layer, adjust, blur, Gaussian Blur set to 4
Layers, properties, change blend mode to screen,Apply DropShadow..Vertical & Horizontal 0, Opacity 50, Blur 5,Shadow on new layer - unchecked.
