I wrote it assuming that you have a working knowledge of PSP and it's components.

Open blank Canvas 700x700

1.Open up your ITJ_Frame_2 copy and paste as new layer resize 70% Take your Magic wand click inside expand by 10,
Open up your ITJ_Paper_10 copy and paste as new layer Apply  Xero Fritillary with setting below,
Apply DropShadow..Vertical & Horizontal 0, Opacity 60, Blur 10,Shadow on new layer - unchecked.

2.Open up your ITJ_Element_1 copy and paste as new layer resize 60% Duplicates Image Mirror,
Apply DropShadow..Vertical & Horizontal 0, Opacity 60, Blur 10,Shadow on new layer - unchecked.

3.Open up your ITJ_Element_33 copy and paste as new layer resize 65%,
Apply DropShadow..Vertical & Horizontal 0, Opacity 60, Blur 10,Shadow on new layer - unchecked.

4.Open up your ITJ_Element_8 copy and paste as new layer resize 60%,
Apply DropShadow..Vertical & Horizontal 0, Opacity 60, Blur 10,Shadow on new layer - unchecked.

5.Open up your ITJ_Element_2 copy and paste as new layer resize 60%x2,
Apply DropShadow..Vertical & Horizontal 0, Opacity 60, Blur 10,Shadow on new layer - unchecked.

6.Open up your ITJ_Element_15 copy and paste as new layer resize 60%x2,
Apply DropShadow..Vertical & Horizontal 0, Opacity 60, Blur 10,Shadow on new layer - unchecked.

7.Open up your ITJ_Element_8 copy and paste as new layer resize 60%x2,

13.Open up your ITJ_Element_16 copy and paste as new layer resize 60%x2,

14.Open up your tube select all float defloat invert delete,Apply Xero porcelain set at 50/128/128/0/0/255,On the duplicated tube layer, adjust, blur, Gaussian Blur set to 4
Layers, properties, change blend mode to screen,Apply DropShadow..Vertical & Horizontal 0, Opacity 50, Blur 5,Shadow on new layer - unchecked.

Add the name and copyright info.
